The city does seem to deal in its fair share of super villains, so it makes sense they would have ways to deal with those with powers at play.

Though why they couldn't use some of that ingenuity to solve crimes will remain a mystery to me.

Yeah, you'd think they'd spend all this on like, actual villains, instead of making us do the grunt work. But nooo, they're like, you tried to rescue someone from being executed for an accident! Rot in jail!
