Well, it's kinda the Defiant Dragons' whole thing. The queen's a witch who abuses her power, and her DC Act's taken hundreds of lives and ruined a whole lot more. But most of the people in the kingdom have always thought that the absolute ruler descended from the Holy Mother can do no wrong, and that anyone who goes against her — or even just stands up for anyone else who does — must be evil and unclean.
We've been public enemy number one for years 'cause we've been speaking out against her regime and disrupting things where we can, so we've been painted as the big bad villains. Even made us the bad guys on a kids' TV show! The ex-Justice Minister had one of his secret police goons out hunting rebels down in the streets at night in the guise of this legendary figure, and lots of people thought that was great until it took a bad enough turn that more of 'em finally had to open their eyes to what was happening.
